I just ended up never being able to hit him because he spammed ‘C’mon, keep to the beat!’ (where he approaches with a wave of water going up and switches to homing pillars when you get anywhere near him). Comet is unlimited range, which is how I won.
See, what you need to do when he does that is quick run (if available) around the wall, and then move in with that homing dash strike thing and hit him faster than he can strike back. Not really that difficult.
